Lucas of Oklahoma Takes U.S. House Oath

WASHINGTON —
Frank D. Lucas of Oklahoma, who never before had set foot in the Capitol, became the newest member of the House on Tuesday.
A delegation of fellow Republicans led by Minority Whip Newt Gingrich of Georgia met Lucas on the steps of the Capitol and escorted him to the House floor, where Speaker Thomas S. Foley (D-Wash.) administered the oath of office.
In a May 10 special election, Lucas, a former state representative, defeated Democrat Dan Webber.
