Man Arrested After Four-City Chase

A 30-year-old motorist who police initially believed was holding a woman against her will was arrested after he led officers on a 40-minute chase through four Orange County cities, authorities said Sunday.

The motorist, Luis Edward Zembrano of Fullerton and a female passenger were first observed near St. Gertrude Place and Flower Street in south-central Santa Ana. “According to our officer,” police Sgt. John Follo said, “the vehicle had what appeared to be a man and woman arguing.”

When the driver failed to stop his vehicle for the officers, police believed the woman was being held against her will, Follo said.

During the 22-mile chase, Zembrano reached speeds of 75 m.p.h., Follo said. The suspect got on the Costa Mesa Freeway and led police through Santa Ana, Orange and Garden Grove. He was eventually stopped on Gardenaire Lane in Anaheim, where he was taken into custody without incident, Follo said.

Participating in the chase were a police helicopter and officers from Orange, Garden Grove, the California Highway Patrol and the Orange County Sheriff’s Department.

“It turned out that the woman was his girlfriend,” Follo said. “She was later released.”

Zembrano was arrested on suspicion of felony evading arrest and taken to Santa Ana Detention Center.
