BURBANK : Fourth Arrest Made In Credit-Card Ring

Burbank police have arrested a fourth person in a credit-card fraud ring that allegedly includes a Los Angeles police officer.

Clarence Josey, 30, of Hawthorne posted $25,000 bail Friday after being arrested Thursday at his place of work in Pacoima on charges of embezzlement, conspiracy to commit computer fraud and credit-card fraud, Burbank police said.

Josey’s job and the name of his employer were not released, but Burbank Police Detective John Dilibert said that he works for a firm that has access to credit-card numbers. Josey’s role in the ring was allegedly to supply credit card information to be used for fraudulent cards.

In a related development, Phillip Clemons Davis, 33, assigned to the Los Angeles Police Department’s Central Division, pleaded innocent Friday to charges of possession of a forged driver’s license, possession of a counterfeit seal, insurance fraud and the sale or receipt of fraudulent credit cards.

“Our investigation following Mr. Davis’ arrest led us to Mr. Josey,” Dilibert said.

Davis was arrested May 9 with two others in the case, Tandra Ann Sadr, 19, and Monica Coles, 28, both of North Hollywood. Sadr and Coles pleaded innocent to burglary charges.

The credit-card ring allegedly used an electronic encoder to alter the magnetic strips on the back of credit cards.

Deputy Dist. Atty. Elizabeth Siegmund said all four defendants in the case are to appear in Burbank Municipal Court on June 6, when Josey will enter a plea and a date for a preliminary hearing will be set.
