California should increase education funding, make teaching a higher-paying, year-round job, and improve school safety, according to the final report from the education summit hosted in February by Assembly Speaker Willie Brown.

Brown’s report Tuesday called for an increase in the state’s per-pupil spending to at least the national average within five years, using state and local taxes. California spends about $4,660 annually for each student, below the national average of $5,805.

A Brown staff member estimated that the increase would cost between $5 billion and $6 billion over five years.

Other recommendations included increasing schools’ use of technology in teaching, preparing students to enter the work force after high school graduation, providing more health and social services on campuses, raising academic standards and making schools safer.
