Boeing Gets 777 Certification Guidelines: The Federal Aviation Administration issued a new set of guidelines that the jetliner must meet in order to obtain early certification to fly overseas routes. By issuing the guidelines, known as ETOPs for extended-range twin-engine operations, the FAA has essentially told Boeing that certification is possible before the new twin jet goes into operation. The first 777 is to be delivered to United Airlines in May, 1995, and Boeing hopes that by then the plane will be the first ever to be certified for overseas routes before customers fly on it. Usually, planes are given overseas certification only after establishing in-service reliability records.
