IBM Moves to End 1956 Decree: International Business Machines Corp. filed a motion in U.S. District Court in New York seeking to terminate a consent decree the company says makes it difficult to compete in the computer services business. The decree requires that IBM operate its computer services business as a separate subsidiary, which must pay full retail price for computer equipment and software it buys from IBM and resells to its customers. In its filing, IBM says there have been significant changes in circumstances that warrant termination of the decree, and it argues that the decree imposes costly inefficiencies on the company and results in the loss of many millions of dollars annually in revenue.
