FTC Commissioner to Step Down: Dennis A. Yao is resigning from the Federal Trade Commission to return to teaching at the University of Pennsylvania. Yao said he will leave the commission Sept. 1, after serving three years of a seven-year term. The vacancy will give President Clinton his first chance to name a member of the commission.
