* Kay Heitzman has been named director of marketing for the Los Angeles Times’ Valley and Ventura County editions.

Previously, Heitzman was senior manager of public relations and merchandising for the Valley and Ventura editions. She replaces Kimberly Greer, who has been named director of marketing services at The Times in Downtown Los Angeles.

* Ron Mann has been named advertising director for the Los Angeles Times’ Valley and Ventura County editions.

Mann, a 22-year Times veteran, most recently served as group advertising manager in the display advertising department. He has also held the positions of classified division manager in Orange County and northern regional sales manager in the classified department.

* Harvey Frye has been named vice president of sales at Plasma & Materials Technologies Inc. Previously, Frye was vice president of sales at KLA Instruments. Plasma & Materials Technologies Inc. is a Chatsworth maker of semiconductor manufacturing equipment.

* John R. Marquis has been named executive vice president of branch administration and marketing for TransWorld Bank. Previously he was the bank’s senior vice president. TransWorld Bank is based in Sherman Oaks.

* Bugle Boy Industries, a Simi Valley apparel maker, said Roger A. Murray has joined the private company as senior vice president and chief financial officer. Murray, who succeeds Robert Miller, was most recently chief financial officer of Simint USA.

Murray will also manage Bugle Boy’s retail division until the company fills that post, which was held by Lou Spagna until his resignation in May. Bugle Boy also said it has opened a garment-processing facility in North Little Rock, Ark., which is expected to employ up to 175 people who will work on wrinkle-free products.
