LAKE FOREST : Ban on New Adult Businesses Renewed

An urgency ordinance to ban new adult businesses from moving into the city has been extended by the City Council.

Council members said this week that the temporary city law will protect the city against adult businesses such as strip parlors and adult book stores while a permanent ordinance is being developed by city lawyers.

“We want to have time to work out our final ordinance,” Councilwoman Ann Van Haun said. “This gives us breathing room.”

The council first enacted a moratorium against adult firms on June 21. The extension will last until May 6, 1995. If the permanent ordinance isn’t ready by then, the council can stretch the temporary law for another year.

Neighboring Mission Viejo worked on its adult-business law for more than a year, holding several public meetings before passing the law last spring.

Several nude and topless dance clubs have opened in Orange County over the past year.

In Lake Forest, Captain Cream’s has been open on Lake Forest Boulevard for several years. The strip club switched to topless entertainment last summer, after a series of favorable court rulings involving two Orange County establishments.

The Lake Forest moratorium extends to massage parlors, adult motels, mature-theme bookstores and other adult-oriented businesses.
