USAir Pilots Offer Restructuring Proposal: The USAir Master Executive Council of the Air Line Pilots Assn. International put forth a sweeping plan offering $750 million in wage concessions in exchange for a 25% employee stake in Arlington, Va.-based USAir Group Inc. The action came in response to a USAir proposal to cut annual operating expenses by $1 billion through labor and other means. The airline wants half the cuts to come from wage and benefit concessions from its unionized employees, who make up nearly half the work force. The pilots union represents 5,200 pilots, or 12% of the work force. Analysts said the pilots’ proposal is an opening gambit in what are likely to be lengthy, difficult negotiations. USAir Group Inc. has been plagued by losses and fierce competition on the East Coast.
