TRABUCO CANYON : Court OKs Work on Water District Center

An appeals court dismissed a lawsuit this week against Trabuco Canyon Water District that sought to stop the construction of a new district operations center.

The 4th District Court of Appeal on Tuesday denied without comment an appeal of a lower court decision in July that gave the district the go-ahead to begin construction of the two-building, 13,800-square-foot complex in the Trabuco Highlands community.

The appeal was made by the Trabuco Highland Community Assn., which opposes the project. The 660-home association had contended that the complex is too elaborate, is too close to a residential area, and its members were not adequately notified of the district’s construction plans.

With the appeal dismissed, grading of the three-acre site began on Wednesday.

“Because of timing and cost issues related to construction, we are now proceeding with preliminary site work for the center,” said Charles Wall, president of the district board of directors.

The district serves approximately 4,000 customers in a rural South County area contiguous to O’Neill Regional Park and the Cleveland National Forest.
