Clinton to Tap Diplomat

WASHINGTON —
President Clinton announced he intends to nominate Kenneth Spencer Yalowitz, a career diplomat, as ambassador to Belarus. Yalowitz, 53, is chairman of the Foreign Service Institute’s study program for the former republics of the Soviet Union.
