Judge Said to Replace Cutler at White House

Judge Abner J. Mikva will replace Lloyd N. Cutler as White House counsel, a senior official said Wednesday. The selection, which could be announced as early as today, will add stature to the relatively young White House staff and bring political acumen to one of the most vital jobs in the White House.

The official, who spoke on condition of anonymity, said the job had been offered to Mikva and he accepted.

Mikva, 68, is chief judge of the U.S. Court of Appeals for the District of Columbia Circuit. He is a former member of the House of Representatives and its Ways and Means Committee, and had served in the Illinois Legislature. Appointed to the bench by President Jimmy Carter in 1979, he is a leader of the court’s liberal wing.

Cutler, 76, is a high-powered Washington attorney brought in by Clinton to salvage the White House’s credibility amid allegations that the staff meddled in the Whitewater inquiry.
