Obituaries : William Grossbach; Assistant Schools Chief

William Grossbach, a former Ventura County assistant superintendent of schools, has died at age 72.

Grossbach served as county assistant superintendent for business services from 1973 to 1987. During that time, he was a driving force in establishing self-funded insurance programs for all of Ventura County’s 21 school districts, said James F. Cowan, who was a county superintendent of schools during Grossbach’s tenure.

From 1979 to 1987, Grossbach also served as the president of the Ventura County Schools Self-Funding Authority, a coalition made up of the county’s public school districts. Through the self-funded insurance programs, the authority freed money for educational programs while still providing significant levels of coverage for workers compensation, liability and other forms of self-insurance, authority officials said.

Cowan said county school districts shared resources under the self-funded insurance programs to lower their insurance costs.

“It enabled the schools to save considerable money in terms of their various insurance premiums, enabling that money to flow right into the classroom,” Cowan said.

Grossbach, a native of Minnesota and a former resident of Ventura, was living in Sacramento at the time of his death.
