George R. Voigt, 74, political consultant and former executive director of the California Contract Cities Assn. A Marine Corps combat correspondent in World War II, he began his career as a journalist. He worked for Los Angeles' City News Service and the defunct Daily News and at the San Francisco Chronicle before becoming a foreign correspondent for Time magazine.
