SANTA ANA : Residential Parking Fees to Be Refunded

The Santa Ana City Council has agreed to make refunds on parking-permit fees in response to protests from residents.
The council on Monday unanimously approved refunds for hundreds of people who purchased $20 parking permits for the 1994-95 year in 13 neighborhoods to reduce congestion. The permits were issued in those areas to assure that residents would have overnight parking spaces.
The council had abolished the fee for permits, effective July 1. However, when residents who had bought them before that date complained, city officials said they had no authority to refund the money.
In all, about $7,400 was collected.
City Councilwoman Patricia McGuigan said the council approved the refunds to be fair to those who bought permits that other people were not required to buy.
She said she hopes the refund will show residents that “we are listening to you. We hear your concerns and try to respond.”
