FULLERTON : City Clerk, a Target of Recall, to Retire

City Clerk Anne M. York, who found herself in the middle of a recall storm that swept the city, is retiring on Sept. 30.

York, who was the target of an unsuccessful recall drive, submitted her retirement papers this week. She sent a letter to the City Council saying she will leave the city later this month, but she left no explanation for her retirement.

York was not available for comment Friday.

City Councilman Don Bankhead said York planned on retiring last year, but that the recall drives postponed her retirement.

York has been city clerk since 1976.

The recall drive against York was started by the Fullerton Recalls Committee, which successfully recalled Bankhead, Mayor A.B. (Buck) Catlin and Councilwoman Molly McClanahan in June. A special election will be held in October to replace those city officials.

The committee accused York of delaying the recall process by rejecting valid recall petitions against Bankhead, Catlin and McClanahan. York acknowledged rejecting several petitions because language on the documents exceeded the 200-word limit set by state law.

Because York was elected to the job, the City Council must replace her by holding an election or by appointing someone to the job. Her term expires in 1996.
