President Clinton and his wife returned from vacation Wednesday and took up temporary residence in a government guest house as workers scrambled to complete repairs on the White House’s aging heating and ventilation system.

The Clintons will remain in Blair House at least until Sunday, aides said. Blair House is across Pennsylvania Avenue from the White House.

New security arrangements were hurriedly put in place. Police barricades were erected in front of Blair House to stop pedestrian traffic. Lafayette Park, next to Blair House, was encircled with a temporary fence and cleared of a handful of homeless people.

White House Press Secretary Dee Dee Myers said the work was to have been completed before the Clintons returned from vacation on Martha’s Vineyard. However, the vacation was shortened because Clinton remained in Washington to press for passage of a crime bill.

The Clintons flew back to Washington after spending the last hours of their 12-day vacation on a bike ride.
