The City Council has endorsed Proposition 187, the statewide initiative on the November ballot that would deny illegal immigrants public education, non-emergency health care and other services.

But Tuesday’s 3-0 vote included two abstentions, as council members debated whether to take a position right away or study the initiative further before taking a stand.

Council members Ho Chung and Robert F. Dinsen abstained.

Chung said he was uncomfortable with denying health care to anybody, and Dinsen wanted to know how the Police Department would be affected if the the measure passed.

“We have waited too long for (something like) Proposition 187,” said Councilman Mark Leyes, who joined Mayor Frank Kessler and Councilman Bruce A. Broadwater in supporting the ballot measure.

He said that, if the measure passes, it would deter illegal immigrants from coming to the city and prevent Third World diseases, such as the recent outbreak of tuberculosis in one of the city’s high schools.
