The White House delayed submitting legislation to implement the GATT trade treaty, held up by intense negotiations with lawmakers over textiles and farm provisions, government and industry sources said. . . . Nextel Communications Inc. has reached an agreement in principle to acquire American Mobile Systems Inc. in a stock swap worth $77.2 million, the companies said. . . .
