U.S. Moves Toward Resuming Phone Links With Cuba: The State Department has cleared the way for the move, spokesman Mike McCurry said, adding that the department has advised the Federal Communications Commission that it no longer objects to re-establishing telecommunications links that were suspended three decades ago as part of economic sanctions. The FCC is expected to grant permission for the links soon. McCurry said Cuba’s state-owned telephone company had wanted to impose a surcharge of $4.85 for every collect call. The State Department had objected because surcharges in the rest of the Caribbean are about $1 a call. Cuba has since agreed to collect $1 a call.
