Gates Would Keep Many From Park
The Times recently reported an action of the Laguna Niguel Planning Commission endorsing a proposal to construct guarded gates in the El Niguel Heights neighborhood.
The broader issues have not been adequately aired: Is it good public policy for the Laguna Niguel City Council to concede to a small fraction of the city’s residents near-exclusive access to some of the most attractive public assets in the city?
The compromise adopted by the Laguna Niguel Planning Commission concerning park access appears to overlook the fact that many persons will never discover the existence of the park because of its location within a gated community. Others who know of it will be intimidated by the need to reach it by passing through guarded gates.
These are compelling reasons for the Laguna Niguel City Council to reject the proposed concession of public property to a small minority of the city’s residents.
