New SBA Chief Voted In: Hours before adjourning Saturday night, the U.S. Senate unanimously confirmed Philip Lader’s appointment to head the Small Business Administration. Lader, 48, traded jobs with former SBA chief Erskine Bowles, who is now a deputy chief of staff. “Phil knows business,” President Clinton said in a statement. “His extensive private-sector experience, as well as his work at the Office of Management and Budget and in the White House, make him an ideal administrator.” Lader, a South Carolina businessman and educator, promised to build on the momentum created by Bowles.
