Cerritos Extends Ban on Adult-Oriented Businesses

The Cerritos City Council has extended its ban on adult-business licenses for 10 1/2 months.

The council’s staff will use the time to develop a zoning ordinance regulating adult-oriented entertainment, said City Manager Art Gallucci. “We are researching where we can put them and how we can control them,” he said.

Gallucci said the ordinance will probably permit the establishments to operate in commercial districts away from churches, schools and residential neighborhoods.

“All five of us on the council do not want these businesses in Cerritos, but we cannot outlaw them,” said Mayor Pro Tem Grace Hu.

A federal appeals court ruled in 1993 that cities must provide commercially suitable areas for adult businesses.

On Sept. 1, Cerritos first declared a 45-day moratorium after city officials noticed an increase in license inquiries from potential adult-business operators.
