L.A. Council OKs Funding Plan to Renovate 2 Drug Treatment Facilities
The Los Angeles City Council signed off Wednesday on a state agency’s funding plan for renovations of drug treatment facilities in Venice and Lake View Terrace.
Federal tax law required the council to approve issuance of $10 million in tax-exempt certificates of participation by the California Statewide Communities Development Authority.
Administrators of Phoenix House, a national drug treatment program for teen-agers, will spend the money on refinancing debt and repairs to centers in Venice and Lake View Terrace, as well as one in San Diego.
Some residents in Lake View Terrace had opposed the opening of the Phoenix House boarding school in their neighborhood. But two leaders of the homeowners association spoke in favor of the financing package Wednesday.
In an agreement with homeowners, Phoenix House administrators promised not to use the funding proceeds to acquire more land or to expand the school beyond its previously licensed enrollment of 150 students.
Phoenix House, based in New York, operates 15 residential treatment centers in California and on the East Coast.
