N. Korea Says It’s Complying

SEOUL — North Korea announced Tuesday that it has halted work on two nuclear reactors in compliance with an accord signed with the United States.
But in the same report, it condemned U.S. and South Korean troops for beginning their first major field exercises of the year.
The report said the joint maneuvers will “hinder (the accord’s) implementation” and “further aggravate the North-South relations and drive the situation . . . back to the brink of war.”
In the agreement, signed in Geneva on Oct. 21, the North agreed to freeze and then dismantle a nuclear system suspected of building atomic weapons.
The North also promised to eventually open its nuclear installations to full international inspections in return for technology, aid and eventual diplomatic ties with the United States.
Because reclusive, Communist North Korea is closed to the outside world, there was no way to confirm the North’s claim.
