WEST LOS ANGELES : Panel OKs Apartment Complex Near Tribal Springs
In a 2-1 vote, a Los Angeles City Council committee last week approved a 30-story apartment development at Wilshire Boulevard and Barrington Avenue that has drawn opposition from a Native American tribe and nearby homeowners.
The development has been in the planning stage for three years. It is being opposed by some members of the Tongva tribe, which claims that project excavation will irreparably damage the tribe’s officially protected underground springs nearby. Several environmentalists and homeowners groups have also opposed the development, saying that traffic congestion would result from the 335-unit complex.
But the developer, Barrington Plaza Ltd., contends that mitigations it has agreed to will both protect the springs and ease the flow of increased traffic along Wilshire and Barrington. Barrington Plaza officials say they will produce quarterly reports on the level of ground water during construction and have an archeologist on hand to monitor the construction.
In addition, though some members of the Tongva tribe continue to oppose the development, the project is now supported by the Tongva tribal council.
