County May Give $22,000 for Shelter

County supervisors will be asked today to approve a $22,000 contract with the American Red Cross to help fund an emergency winter shelter for the homeless beginning Nov. 21.

If the contract is approved, the money will go toward paying the estimated $89,830 cost of the shelter at the Oxnard National Guard Armory.

The Ventura County chapter of the Red Cross has operated a winter homeless shelter since 1987. This year the shelter is slated to be open through March 31, providing a hot meal and a place to sleep for as many as 120 people each night.

In November and again in the last two weeks of March, the shelter will remain open only if there is a 50% chance of rain or the nighttime temperature is expected to drop below 40 degrees.

The shelter will be open continuously from Dec. 1 through March 14.

The bulk of funding for the shelter will come from the Federal Emergency Management Agency, according to a PSSA report prepared for supervisors. In addition, the cities of Oxnard and Ventura and the Red Cross will contribute.
