Homestead Services Violations Alleged
The district attorney’s office filed a consumer protection lawsuit Monday alleging that an Aliso Viejo woman violated laws dealing with homestead filing services.
According to a lawsuit filed in Orange County Superior Court, Joan Grover mailed solicitations to homeowners asking if they wished assistance in filing homestead declarations with the county recorder’s office. Grover required a prepayment of $35, according to prosecutors.
The suit alleges that Grover misled consumers into thinking the service is affiliated with a government agency, and that she violated a law requiring that no more than $25 be charged for such services and that services be performed before payment is made.
