A summary of selected City Hall actions this week affecting Central Los Angeles.

CITY COUNCIL

* REWARD OFFERED: Approved a $25,000 reward for information leading to the arrest and conviction of the person or persons responsible for the slaying of Willie Lee Smith Jr., who was killed Sept. 12 when he was chased into the intersection of 54th Street and Wilton Place and shot. Two police officers witnessed the shooting, but the suspect fired at them and escaped.

* LATINO MEDAL OF HONOR WINNERS: Approved the use of $250 from the city’s general fund to assist the Eugene A. Obregon Memorial Foundation in erecting a monument in Pershing Square honoring the 39 Latinos who have received the Congressional Medal of Honor. Obregon was a 19-year-old soldier from East Los Angeles who saved a fallen comrade during the Korean War, but was killed while holding off a platoon of enemy soldiers. The monument is scheduled for unveiling on Nov. 11, 1995.

* JOB TRAINING PROGRAM: Authorized the general manager of the Community Redevelopment Department to issue a $266,000 contract to the United Auto Workers union and one of its related groups, the Labor Employment Training Corp., to provide training and job placement services to workers who have been affected by layoffs in the aerospace and electronics industries. The two groups, in conjunction with USC’s Multimedia Technology Center, will offer a master’s degree program in electrical engineering and computer science. City officials estimate 27 workers will enroll in the program.

* CONVENTION CENTER RENTAL RATES: Approved an ordinance that will maintain the current rate of 30 cents per square foot for exhibitors at the Los Angeles Convention Center in an effort to remain competitive with other convention facilities in Southern California. With the recent large and costly addition to the convention center, some city officials contended that a rental fee increase was needed, but convention center officials argued that such a move would result in a decrease in revenue. They warned that a convention center in San Diego, which charges 25 cents per square foot, and one in Anaheim, which charges 23 cents, would lure prospective conventions if the fee for the Los Angeles facility was hiked. Also, the cost of renting space in the center’s north hall, at the corner of 11th and Figueroa streets, will decrease to 25 cents from 30 cents in an effort to attract local business.

FIRE ENGINE SALE--Approved the sale of a surplus city fire engine to the Croatian National Assn. for $1. The association will send the fire engine to the Croatian city of Dubrovnik, which lost many of its emergency vehicles during the war in the former Yugoslavia.
