WORLD IN BRIEF : MIDEAST : Tax System Handed to Palestinians

Yasser Arafat’s government took control of health and tax systems in the Israeli-occupied West Bank, broadening Palestinian autonomy despite the pall cast on peacemaking by a new attack by Islamic radicals in which an Israeli soldier was hacked to death Wednesday. The move completed the first stage of giving Palestinians control over daily affairs in the West Bank.
