MEXICO CITY : A Test in Chiapas

The first test of Ernesto Zedillo’s presidency will come Thursday, exactly a week after his inauguration, when ruling party governor-elect Eduardo Robledo is set to take office in the deeply divided southern state of Chiapas.

The Zapatista National Liberation Army, confined to its jungle stronghold since an uneasy truce with the government began in mid-January, has threatened a return to arms if Robledo takes over. Civil groups are planning protests against the governor-elect, saying that his Aug. 21 election was marked by fraud in restive Chiapas.
