OXNARD : Woman, 3 Youths Held in Drug-Dealing Case

A 37-year-old Oxnard woman has been arrested on suspicion of using teen-agers to sell heroin and cocaine, authorities said.
Along with arresting Cecilia Zaragoza Morales, undercover detectives also took three juveniles, ages 14 to 16, into custody on suspicion of selling narcotics. All of the arrests were made last week.
The three-month investigation that led to the arrests was part of the Oxnard Police Department’s Operation Revitalization program. The grant-funded program targets youths ages 14 to 18 who are involved in drug- or alcohol-related crimes.
Earlier this year, detectives assigned to Operation Revitalization arrested a man who was using his 12-year-old brother to sell drugs out of a south Oxnard home.
