A summary of selected City Hall actions this week affecting central Los Angeles.

CITY COUNCIL

* NUISANCE BAR: Upheld a decision of the zoning administrator’s office that declared El Scorpion, a bar at 4401 W. Pico Blvd., to be a public nuisance, which means several corrective measures must be taken within 90 days or the business will be forced to close. The bar’s owners had appealed the zoning administrator’s decision. Residents of the nearby Victoria Park neighborhood have complained that the bar is a major reason for public drunkenness, littering and flagrant drug sales in the area. Police reported that in the past two years there have been two murders, two assaults with a deadly weapon, one robbery and 11 narcotics arrests at the bar. Among the conditions imposed were changing the closing time from 2 a.m. seven days a week to midnight on Friday and Saturday and 11 p.m. Sunday through Thursday. The bar also must hire a state-licensed uniformed security guard, provide 16 off-site parking spaces and clean the sidewalks twice a day. The bar’s owners were ordered to pay the city $4,000 to cover the costs of the failed appeal.

* TOY PARTY: Approved the following street closures today from 6 a.m. to 6 p.m. for the annual Christmas Toy party sponsored by the Fred Jordan Mission: 5th Street between San Pedro Street and Gladys Street, Crocker Street between 4th Street and 6th Street, Towne Avenue between 4th and 6th, and Stanford Avenue between 4th and 6th. Each child attending the party will receive two new toys, a new sweatshirt and cap, and parents will get a new blanket and three grocery bags of food. A spokeswoman for the Fred Jordan Mission said she expects 15,000 to 20,000 people to attend the party, which will be highlighted by the arrival of Santa Claus in a hot-air balloon at 10 a.m. and Christmas play performances by Disney characters at 10:15 a.m., noon and 2 p.m.

HOW THEY VOTED

How South-Central and Eastside City Council representatives voted on selected issues. * REVITALIZATION STUDY: The Community Redevelopment Agency was requested to work with the offices of the 9th and 14th council districts to prepare a revitalization strategy for the area roughly bounded by the Los Angeles River on the east, Alameda Street on the west, the 10 Freeway on the south and 4th Street on the north. The study could result in a formal redevelopment plan for the area, much of which is characterized by deteriorating streets, graffiti and old, run-down structures. The CRA was requested to work with a citizen advisory committee of local tenants, property owners, business leaders and community organizations that will be established by the 9th and 14th council offices. The 9th District is represented by Rita Walters; the 14th by Richard Alatorre. Passed 10-0. Voting yes: Alatorre, Mike Hernandez, Jackie Goldberg, Nate Holden, Walters. Absent: Mark Ridley-Thomas, Rudy Svorinich Jr.
