DUARTE: Three members of the City Council, who last month made up the council majority that enacted a 3% utility tax, have received notices they are the targets of a recall drive. Mayor James D. Kirchner, Councilman John R. Fasana and Councilman Philip R. Reyes were served with the notices Tuesday night by Duarte Taxpayer CARES (Citizens Against Rampant Expenditure Syndrome) as required by state law. Lino Paras, the group’s spokesman, said the recall drive would stop only if the council puts the tax to a public vote. The group must gather the signatures of 2,156 registered voters who are city residents to put the recall on the ballot.

SOUTH PASADENA: The city has filed a notice with the court that it will appeal a reduced award of $500,000 to former Mayor Lee D. Prentiss. The City Council made the decision Dec. 7 in closed session. After a Pasadena Superior Court Judge slashed the $1.2-million jury award to $500,000 last month, Prentiss chose to accept it.
