PG&E; Fights Refunds: The San Francisco-based utility sued state regulators in an effort to block the $115-million payout. Pacific Gas & Electric Co. asked the U.S. District Court to issue an injunction against the California Public Utilities Commission, which ordered the refunds. The suit came at about the same time the PUC was granting the company a 3% increase in gas rates. The hike will add $1.23 to a typical monthly gas bill of $42.06, effective Jan. 1, and will generate $100 million in annual revenue for PG&E.; The PUC’s refund order last March stemmed from PG&E;’s purchase of natural gas in Canada between 1988 and 1990.
