A summary of selected City Hall actions last week that affect the Westside.

CITY COUNCIL

* FALL SETTLEMENT--Authorized the city attorney to pay $200,000 to Rosa Vignieri and her attorney, Steven Martin, for injuries Vignieri suffered from a fall on a Brentwood Village sidewalk on April 4, 1991. Vignieri, 51, was walking along Barrington Court when she tripped and fell on the sidewalk in an area described by the Bureau of Street Maintenance as having “numerous cracks, holes and cement offsets.” The fall caused a knee injury that required surgery, a sprained ankle and finger and a back injury. She incurred about $43,000 in medical expenses, and her future medical expenses are estimated at $75,000. Vignieri and her lawyer had sought $450,000, but settled for $200,000 after a jury found the city liable but Vignieri possibly negligent in the incident.

* STREET MAINTENANCE--Approved a request by the Bureau of Street Maintenance to exempt 21 positions from the city’s hiring freeze. The action will allow $544,000 to be used for hiring workers to fix potholes, clean alleys and trim trees, among other services.

* COMMUNITY CLEANUP FUNDING--Authorized $4,000 for Project Heavy West, a nonprofit group that works with youths ages 13 to 21. The money will be used for monthly cleanup projects to be performed by youths, including graffiti and trash removal in the area bounded roughly by La Cienega Boulevard, Pico Boulevard, Melrose Avenue and Century City.

HOW THEY VOTED

* PREFERENTIAL PARKING--Approved an amendment to a parking plan that will make it illegal to park any time on the following streets unless the vehicle has a special parking permit: Eastborne Avenue, between Club View Drive and Warnall Avenue, and Warnall Avenue, between Eastborne and Comstock avenues. Previously, parking was allowed on these sections of the streets after 6 p.m., but residents complained that Century City mall shoppers were taking up all their spaces. Passed 12-0. Voting yes: Marvin Braude, John Ferraro, Ruth Galanter, Jackie Goldberg, Nate Holden, Mark Ridley-Thomas.
