SANTA MONICA : Psychiatrist Named in Sex Misconduct Complaint

The Medical Board of California announced Tuesday that it has filed a sexual misconduct complaint against a Santa Monica psychiatrist who allegedly had an affair with a juvenile patient’s mother, whom he was also treating.

Dr. Carl D. Utsinger is accused of unprofessional conduct, gross negligence, sexual misconduct and repeated negligent acts, said Deputy Atty. Gen. Rosa Mosley.

The board alleges that the relationship occurred over a three-year period while the minor patient and the patient’s family, including the mother, were undergoing psychotherapy with him.

Utsinger refused immediate comment, saying he had not been notified of the medical board’s action seeking to revoke his license.

“I was aware there was some allegation made against me by some relative of a patient I had, but I wasn’t aware there had been any disposition . . . of the matter,” Utsinger said.

Dixon Arnett, the medical board’s executive director, said Utsinger’s alleged behavior “was grossly inappropriate.”
