N.J. Man Sues Over Texas Lottery Prize

A New Jersey man sued Texas lottery officials Wednesday for refusing to pay him $10.4 million for the winning ticket in a Lotto Texas jackpot.

Scott Wenner of Riverside, N.J., picked the six winning numbers in November, but Texas Lottery chief Nora Linares ruled this month that he cannot collect his prize.

Wenner bought the ticket at a Pennsylvania hardware store through a lottery service that sells $1 Texas tickets for $2.

Texas law bars unlicensed sale of lottery tickets and prohibits retailers from charging more than face value. The service that sold Wenner the winning ticket is not licensed by the Texas Lottery Commission.
