Power Line Suit Rejected: A state appeals court in Santa Ana dismissed a San Clemente homeowners lawsuit charging that the proximity of high-voltage power lines made it impossible to sell the property. In rejecting Jean and Martin Covalt’s 1993 suit, the 4th District Court of Appeal agreed with San Diego Gas & Electric Co. that questions of power line hazards lie with the state Public Utilities Commission. The case had been closely watched in the debate over health effects from the electromagnetic fields emitted by power lines. The Covalts abandoned their $1.5-million canyon estate above Camp Pendleton. They said they were unable to sell it even after they reduced the price by $750,000.
