Commissioner Will Join Executive Life Appeal: State Insurance Commissioner Chuck Quackenbush promised his “full assistance” to four municipalities that stand to lose nearly $40 million because of an adverse court ruling arising from the collapse of Executive Life Insurance Co. The Temecula Valley Unified School District, the City of Simi Valley, the City of Whittier and the St. Paul, Minn., housing rehabilitation agency purchased investments from the Los Angeles insurer, which regulators seized in 1991. Under a proposed settlement, the municipalities would have recovered 85% of their money, but that part of the plan was rejected last month by the state 2nd District Court of Appeal in Los Angeles.
