Acting Commissioner Bud Selig spoke with union head Donald Fehr but didn’t agree to resume strike talks. Fred Feinstein, the general counsel of the National Labor Relations Board, is expected to ask the agency’s five-member board today for permission to seek an injunction that could end the strike, but which would probably spark a lockout by club owners.
