A Westlake Village securities broker has been fined and barred from associating with any member of the National Assn. of Securities Dealers for alleged infractions of NASD rules.

Without admitting or denying the allegations, Stanley E. Cameron agreed to pay $45,000 and consented to the NASD’s findings that he recommended transactions to a customer without having reasonable grounds for believing the transactions were suitable for the customer.

In one such transaction, the NASD contends, Cameron told his client that he had purchased $50,000 in stock for the client. The NASD said the true value of the stock was $47,000, but Cameron wanted to conceal that the shares were sold to the customer at a loss.

The NASD also said that Cameron didn’t promptly notify his brokerage firm in writing before making certain transactions and before opening an account at another firm.

* Reddi Brake Supply Corp. said Gordon Werner has been elected chairman of the Ventura distributor of auto brake systems and chassis components to professional mechanics.

Previously, Werner was Reddi Brake’s vice chairman.

* Greg Baird has been appointed senior vice president of group sales at Blue Cross of California/CaliforniaCare Health Plans, the Woodland Hills-based company said.

In his new position, Baird will oversee group field sales offices statewide. He was formerly vice president of sales in the Southern Region.
