Administration Moves to End ICC: Transportation Secretary Federico Pena sent legislation to Congress to shut down the 108-year-old Interstate Commerce Commission, which regulates interstate surface transport such as trains, trucks, buses and household-goods shipping companies. Some functions of the ICC would be eliminated and others transferred to different agencies in the bill, which is expected to find little opposition on the Hill. The ICC was set up in 1887 and Pena said many of its functions have become outdated. The proposal would eliminate most economic regulation of the trucking and intercity bus industries.
