Kelly Kulchak has been appointed to head current programming for the WB Television Network.
* Sequent Communications Inc. has appointed Dann Moss president of its new entertainment division, TimeSpan Entertainment, for the production of original programming.
* President Clinton has nominated Falcon Cable Chairman and CEO Marc Nathanson to serve on the Broadcast Board of Governors of the U.S. Information Agency.
* Phillip Fenty has joined Dick Clark Productions Inc. as vice president of development and marketing.
* Hugh Dodson was appointed executive vice president and chief financial officer of Cinema Research Corp. and its new digital affiliate, D-REZ.
* Marc Granirer has joined Don Johnson Co. as chief operating officer and executive in charge of production.
* Hallmark Home Entertainment announced the appointment of two executives to its marketing department: Catherine Spindle will be vice president of marketing, and Diane Mekari will be advertising-marketing manager.

* Turner Home Entertainment has promoted Russell Hicks to vice president of creative affairs.
* Chrysalis Music Group announced the promotion of La Ronda Sutton to the position of vice president of its black music division.
* Clare N. Thain has been named vice president of marketing for Williams Television Time, a direct-response television advertising agency.
