* Paul Graham has been named president of 3dbm Inc., a cellular communications firm in Camarillo. He was formerly president of Dynatech Microwave Technology. Both companies are subsidiaries of Ducommun Inc. of Los Angeles.

Joining Graham at 3dbm is Keith Baker as the new vice president of marketing and sales. He formerly was sales and marketing director at Illinois Superconductor Corp.

* Carl Russo has been named vice president and general manager of the wired products business unit at Xircom Inc. in Thousand Oaks. He was formerly senior vice president and general manager of the channel networking group at Network Systems Corp. He was also a vice president at AT & T Paradyne.

Xircom also named Rick Simonson a marketing director. He was formerly an executive in Sprint’s long-distance division.

* Larry Martin has been elected chairman of the board of directors of the Point Mugu Federal Credit Union, based in Oxnard. Russ Dalke was elected vice chairman and Gordon Johnson secretary-treasurer. Janice Ryno is the new chairwoman of the supervisory committee.

* Alan Bolton has retired as head of the in-house advertising department at American Products Co. in Moorpark. He will move to Florida, where he plans to open an advertising and graphic arts agency.

* Xircom Inc., a Thousand Oaks producer of computer networking devices, appointed Carl Russo as vice president and general manager of the company’s wired products division. He comes to Xircom from Network Systems Corp., where he served as vice president of the channel networking group.

In a separate appointment, Xircom named Rick Simonson as marketing director for Integrated Services Digital Network (ISDN) products.
