EU ‘Disappointed’ Over U.S.-British Air Pact: EU Transport Commissioner Neil Kinnock also repeated his threat of legal action, a spokeswoman said. “We are disappointed. We have said all along that we do not believe [bilateral agreements] are a solution,” European Commission spokeswoman Sarah Lambert told a news conference. The deal allows a second U.S. carrier, expected to be United Airlines, to fly from Chicago to London’s Heathrow Airport and additional flights by British Airways on its existing Philadelphia-London route. The commission is trying to wrest control from the 15 EU member countries over their talks on external civil aviation relations.
