IBM, Others in Cyberspace Venture: Armonk, N.Y.-based International Business Machines Corp. said it plans to link up with some of Europe’s top credit card companies to open the shopping venture. The project with Europay International, a consortium of major European card companies, will make it possible for people to shop for goods, services and information by inserting a card into a personal computer, phone or TV. The initiative, expected to be launched in 1996, will merge IBM’s multiparty secure payment protocol IKP with Europay’s “electronic purse”--a card users can “fill up” at their banks, then use to make payments.
