Rockwell International Corp.: The Seal Beach company said Thursday that its Cleveland unit, Reliance Comm/Tec Corp., has agreed to form a joint venture with Punjab Communications Ltd. to provide telecommunications equipment to India. Rockwell said last week that it is selling Reliance Comm/Tec to the New York investment firm of Kohlberg Kravis Roberts & Co. for about $475 million.
