SAN CLEMENTE : City May Increase Beach Upkeep Fees

The City Council will hold a public hearing Wednesday on a proposed 23% increase in the fees residents pay for maintenance of city parks and beaches.

A single-family household now pays an annual $70.06 fee to an assessment district for landscaping and upkeep of beaches, parks and street lights. The council’s proposal would hike the levy to $86.19, an increase of $16.13.

The added revenue would go mostly toward repairing the Ole Hanson Beach Club roof, upgrading sewers at Vista Bahia Park, restoring the Avenida Valencia median and improving the Bonita Canyon Park playground.

The council said the fees have not been increased since 1991, despite the addition of two parks and a three-mile ridgeline trail in the past five years. The additions have increased maintenance costs, forcing the council to hold off on other construction projects, city staffers said.

The meeting Wednesday will be at 7 p.m. in council chambers at 100 Avenida Presidio. A final public hearing on the proposed increase will be held July 5.

In other action Wednesday, the council will consider adopting a $67.4-million city budget that includes $17.7 million for a capital-improvement program, the largest ever for San Clemente, said City Manager Michael W. Parness.

The funds will help repair the city’s most deteriorated streets, sewers and parks. They include $4.7 million to stabilize storm-damaged Colony Cove bluffs along Coast Highway and $375,000 to repair Avenida Presidio.
